Provincial Assembly

The Sangguniang Panlalawigan (provincial assembly), known as provincial Board, is headed by the vice-governor as their president. They are the legislative body of the provinces; they pass ordinances and resolution for the efficient administration of the province. Their power, duties and functions includes reviewing all ordinances approved by city and municipal assembly and to ensure that they and their mayors are still within the scope of their jurisdiction. Endorsing measures on such ordinances to maintain peace and order and imposing penalties on violations. Approve provincial ordinances that impose fines and or imprisonment for any violation. Implement protection for the inhabitants of the province from man-made and natural calamities, to provide assistance and reliefs during and after calamities and to provide them livelihood after the event. Enacting ordinances to prevent suppress and penalize activities which demoralize the inhabitants of the province like prostitution, juvenile delinquency, drug addiction, gambling and others. Protect the environment and impose appropriate penalties for acts which endangered the environment. Provide additional benefits and allowances for the official and public servants when the financial status of the government allow. Generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the province with particular attention to agro-industrial development and country-wide growth and progress. Approve ordinances which shall ensure the efficient and effective delivery of basic services and facilities. Grant franchises, approve the issuance of permits and licenses, or enact ordinances levying taxes, fees and charges upon such conditions.
